Snow Incident Policy and Procedures

PUBLIC WORKS/STREETS

1. Public Works (PW) begins assessment as soon as snowfall starts and updates conditions every 2–4 hours during the storm.
2. Plowing and salting operations start within 30 minutes of snowfall accumulation reaching one inch, and continue until roads are clear or snowfall ends.
— a. PW does not wait on State Roads to open their streets; we keep everything open until they arrive.
— b. State assistance for plowing and post-storm cleanup is limited.
3. Post-event cleanup begins within 12 hours and finishes within 48 hours.
4. Town Hall posts storm alerts approximately 72 hours before predicted snowfall and updates every 6-12 hours during the event.
— a. Town hauls snow to the Public Works yard to melt naturally.

TOWN HALL 

* COMMUNICATIONS

1. Town will post reminders on its website and social media approximately 72 hours before a predicted significant storm.
— a. Public posts will read as follows: "A significant snowstorm is forecasted to impact our area within 72 hours. For more information, find Shepherdstown's Snow Incident Policy at this link. If necessary, contact the Town Administrator gsisco@shepherdstown.us with specific questions."
2. Town will provide an update/status report every 6-12 hours during the event.
3. The posts will include basic information and the name/contact to reach out to for more information.

* VOLUNTEER COORDINATION

1. Town will recruit/encourage individuals to help residents with clearing their sidewalks.
2. Town will contact volunteers within 48 hours before a predicted significant snow event and confirm assignments within 12 hours of start.
3. Town will coordinate an effort through Town Hall (or Shepherdstown Shares or another active group) to match volunteers with individuals who need or request assistance.
4. Before every winter season, and in preparation for upcoming snowstorms, Town will post reminders on its website, social media, and via the Town email list explaining that assistance is available.

Ordinance Enforcement 

— Section 11-407(a) in the Town ordinances: "No person shall permit the accumulation of snow or ice upon the sidewalk adjacent to any property owned or occupied by him within the town but shall remove the same within a reasonable time no later than 9:00 a.m., and 4:00 p.m., each day that snow or ice accumulates thereon." (Title 13 found here.)

1. Town Hall code-enforcement staff will monitor if there are significant issues with snow or ice in town (such as major ice buildup) and reach out to owners by knocking on doors at individual residences, using door hangers, sending email notices, or making direct phone calls as needed—to remind residents to clear the sidewalks (or provide them with the names of individuals and/or firms available to help them).
2. Compliance enforcement should occur from 9am–4pm daily as snow accumulates.
