All donations are reviewed and processed under the Town’s new Donations Review and Acceptance Policy, which ensures that every gift is handled with transparency, accountability, and alignment with community goals.

• In-kind donations such as equipment, furnishings, artwork, plants/landscaping, materials, or professional services

_____ How Donations Are Reviewed

Shepherdstown’s review process is designed to be simple, clear, and accessible:

• Donations valued under $5,000 may be approved directly by the Town Administrator.
• Donations valued at $5,000 or more are reviewed and voted on by the Town Council.
• Once approved, every donation is formally recorded for the public record, including the purpose of the gift and the donor’s name (unless anonymity is requested).

This process helps ensure that all contributions support projects, spaces, and services that benefit the entire community.
